Percy Waters was an American tattoo artist. He apprenticed under Charles Wagner. He also improved on Wagner's tattoo machine design and patented his own design in 1929.[1] He photographed many sideshow performers.

In 1917 he got in trouble for tattooing someone and was told to leave his hometown. He moved to Detroit and stayed there until the 1930s.

He also ran a supply business, one of the first in the United States, and designed and manufactured tattoo machines.

In 1939 he returned to his hometown and stayed there until he died in 1952.
