If someone "has a sleeve", "has sleeves", or "is sleeved", it means that their entire arm, or leg, is tattooed, generally with a coherent single piece (rather than just a bunch of patches). Half an arm (from the shoulder to elbow) is known as a "half sleeve" and if it continues further to about halfway down the forearm, that is a "three quarter sleeve".
